Notes:
Waist (Stretched) is the max the elastic waist band can stretch. Try to follow the Waist as the extra allowance is for more comfort.
Elastic wait band is around the skirt, so example your waist is 11.5-13", you can go for S. Unless you are 13" and want some allowance, you can go for M instead.
